Emmanuelle Mignon is an attorney and partner with the August & Debouzy firm within the public regulatory and environmental division. Graduate of the Ecole supérieure des sciences économiques et commerciales (graduate management and business school) (1990) and the Sciences Po Paris (1992), she entered the Conseil d’Etat following her studies at ENA (valedictorian of the René Char class of 1995). There, she successively performed the duties of rapporteur of the litigation section, head of the center for research and dissemination of law and then government commissioner.
She joined the cabinet of the Ministry of the Interior under Nicolas Sarkozy in 2002 as advisor in charge of legal issues and public freedoms and followed him to the Ministry of the Economy and Finance where she dealt with competition issues. In charge of Nicolas Sarkozy’s 2007 presidential project she was thereafter part of his cabinet for two years at the Elysée where, notably, she dealt with institutional and territorial reforms and general meetings of the written press. From 2010 to 2012, Emmanuelle Mignon was secretary general of Europacorp, Luc Besson’s film production company.
Emmanuelle Mignon teaches European public law and public governance at Sciences Po Paris.
