Mihaela Carpus-Carcea has joined the European Commission in 2009 as a legal officer and since 2013 she has worked on various Commission projects in the area of restructuring and insolvency law, such as the 2014 Recommendation on a new approach to business failure and insolvency and its follow-up.
Before joining the Commission, Mihaela studied for a Ph.D. degree in European Union law at the University of Birmingham in the UK, where she taught English Contract Law for a number of years. She also worked for the Legal Service of the Council of the EU and for the British Institute of International and Comparative Law. She is a qualified lawyer in Romania where she completed her undergraduate studies.
